Bjorn Hansen is ECHA's Executive Director. He is ECHA's legal representative, in charge of the day-to-day management and all staff matters. Bjorn is ECHA's second Executive Director with a mandate running from 1 January 2018 to 31 December 2022. After a post-doc in probability theory in Germany, he joined the European Commission in 1991. Working first at the European Chemicals Bureau at the Joint Research Centre in Italy, and then from 2003 in the Chemicals Unit of DG Environment in Belgium. There, Bjorn became Head of Unit in 2012. He already spent one year in ECHA in 2007-2008 as Director of Operations. Bjorn was involved in developing REACH and CLP from their very early days. He has been involved in international chemicals work since 1991, with highlights including being elected Chair of the OECD Working Party on Manufactured Nanomaterials and chairing several contact groups at three consecutive UN triple COPs.

Mr Otto Linher is a senior expert in the European Commission, DG Internal Market, Industry, Enterprise and SMEs, REACH Unit. He deals with the implementation of the EU Chemicals Strategy for Sustainability and in particular the planned revision of the REACH Regulation. Previously he dealt with the implementation of the REACH regulation, in particular files related to authorization, restrictions and the relations to the European Chemicals Agency, competitiveness aspects of the chemicals industry, classification, labelling and packaging of chemicals, waste legislation and a number of other environmental files.

He edited and published some books such as Fuel Ethanol, Defining the Future—2030 and beyond for China Petroleum and Chemical Industry Foreign Economic Contracts, Dictionary of English Stylistics, Global Trend & China Opportunities, etc. He set up the platform to help the industry go global and finished multiple research projects as the policy advices to be submitted to related government departments like NDRC, MIIT and SASAC. Dozens of his articles on chemical management, energy, waste treatment, low-carbon strategy, etc. were published in newspapers. He actively advocated in the Industry green & sustainable development, TFS (green supply chain), circular economy, new plastic economy, responsible care, and etc.

Joel Tickner's research focuses on the development of innovative scientific methods and policies to accelerate the design and application of safer products and manufacturing processes. He is a leading expert on environmental health, green chemistry, chemicals policy, and pollution prevention. Tickner is an internationally respected expert on how chemicals in everyday life can adversely affect adults and children and based on that understanding he has worked tirelessly to advocate for the adoption of safer alternatives in household products, manufacturing processes and more. His research has led to the establishment and growth of the field of chemical alternatives assessment, the process of comparing alternatives for chemicals of concern. He is the founding Executive Director of the Association for the Advancement of Alternatives Assessment, a professional association dedicated to advancing the science, practice, and policy of alternatives assessment and informed substitution. Tickner also founded the Green Chemistry and Commerce Council (GC3), a powerful network of more than 120 companies, bringing together the entire value chain from chemical producers to major brands and retailers. The GC3 occupies a unique role as a highly credible convener and facilitator of green chemistry commercialization, with access to leading-edge research and practice. Tickner is a professor of environmental health at University of Massachusetts-Lowell where he is Co-Director of the Massachusetts Toxics Use Reduction Institute, which provides resources and tools to help businesses, municipalities, and communities in Massachusetts find safer alternatives to toxic chemicals.

Tatiana Santos is the Policy Manager on Chemicals and Nanotechnology at the European Environmental Bureau (the EEB), Europe’s largest network of environmental citizens' organisations with its over 170 members from 36 countries and more than 30 million individual supporters. Tatiana and her team work to improve EU chemicals legislation, including REACH, so that they provide higher levels of protection and help the world advance towards the Sustainable Development Goals (SDGs) and Europe’s aim of a toxic-free environment. Tatiana holds a Chemistry degree specialised on food and analytical chemistry and have MSc. in both Environmental Impact Assessment and Occupational Health & Safety. She has been working in chemical risk issues, chemical legislations, occupational health and safety, chemicals in the circular economy and substitution of hazardous chemicals for almost 20 years. Along her professional career, she’s worked for the Spanish trade union’s health and safety institute ISTAS from CCOO and represented the European Trade Union Confederation (ETUC) at ECHA’s Risk Assessment Committee for almost 10 years. Working for the unions she has developed several projects to protect workers from exposure of hazardous chemicals. Currently, on behalf of the EEB, she is an accredited stakeholder representing the environmental voice of European citizens at the European Commission, the European Chemicals Agency, the OECD and the UN.

Dr. Patience Browne currently leads the Hazard Assessment and Pesticide Programmes of the Environment, Health, and Safety Division of the Organisation for Economic Cooperation and Development (OECD) in Paris, France. She started working at OECD in 2016 as a Research and Policy Analyst in the Test Guidelines Programme, where she contributed to the review, application, and validation of alternative methods in an international regulatory context. In her current role, she oversees the work of the OECD IATA Case Studies Project, which provides research and regulatory scientists an opportunity to share experiences on the use of new approach methods for regulatory decision-making. Prior to joining the OECD, Dr. Browne was a Senior Scientist in the United States Environmental Protection Agency, Office of Science Coordination and Policy, and helped to foster the use of high-throughput in vitro screening data for identifying endocrine active compounds. Dr. Browne completed a Doctoral degree in Molecular Cellular and Integrated Physiology at University of California, Davis in 2004 and a Masters in Marine Biology and California State University in 1995. She held postdoctoral research positions in Molecular Endocrinology in the Department of Population Health and Reproduction at UC Davis and in Neuroendocrinology in the Department of Obstetrics and Gynaecology at University of Washington.  Throughout her career, Dr. Browne has continued to be interested in identifying non-invasive and alternatives to animal research methods. 

Erin Hill is a co-founder and currently President of the Institute for In Vitro Sciences (IIVS) where she is responsible for planning, directing and coordinating activities to achieve IIVS’ mission of increasing the use and acceptance of in vitro methods worldwide. She actively engages with industry, animal protection organizations and regulatory agencies, both domestic and international, to help coordinate efforts for the advancement of non-animal testing methods. In 2010 Erin co-founded the American Society for Cellular and Computational Toxicology (ASCCT) where she currently serves as treasurer. She is a member of the Society of Toxicology (SOT), European Society of Toxicology (EuroTox) and a board member of the European Society for Toxicology In Vitro (ESTIV). She also serves as an advisory board member for Johns Hopkins University’s Center for Alternatives to Animal Testing (CAAT), Singapore’s Agency for Science, Technology and Research (A*STAR) Innovations in Food and Chemical Safety Program, and the European Center for Validation of Alternative Method’s Stakeholder Forum (ESTAF). Since 2019 she serves as an associate editor for Frontiers in Toxicology: In Vitro Toxicology.

Xiaoting Qu is currently deputy secretary general of The Society of Toxicity Testing and Alternative Methods, Chinese Environmental Mutagen Society. Her work mainly focuses on promoting development & application of alternatives methods in toxicological research and safety assessment. She contributed to dissemination of alternatives technology via coordinating societies’ conference, training seminars, professional book chapters writing and etc. She also engaged to facilitate communication interface building for domestic & overseas scientists.

Kristie Sullivan, M.P.H., is the Vice President of Research Policy with the Physicians Committee for Responsible Medicine, where she directs efforts to implement human-relevant alternatives to the use of animals in medical research, education, and the testing of drugs, chemicals, and other regulated products. She has presented and conducted trainings on alternatives to animal tests to industry and government scientists, lobbied for state and federal legislation to replace animal testing, and served on federal committees advising federal and international agencies, including the OECD and the US EPA, on topics related to the implementation of in vitro and in silico methods for regulatory chemical safety assessment. She received her Master of Public Health in Toxicology from the University of Michigan.

Mark Radka heads the UN Environment Programme’s Energy and Climate Branch, where he manages the organization’s efforts to link the global energy and environment agendas. UNEP’s focus is on helping countries reduce emission of greenhouse gases through broad cooperative efforts and supporting engagement by the financial industry in the sustainable energy sector. Mark has a special interest in the technology needs of developing countries and was a coordinating lead author of the IPCC’s Special Report on Methodological and Technological Issues in Technology Transfer. Before joining UNEP he worked on domestic and international environmental programmes with the U.S. Environmental Protection Agency and the World Bank, and was a U.S. Peace Corps volunteer in Thailand.Mark received a Master of Public Policy degree in Environmental Policy from Harvard University's Kennedy School of Government, a M.S. degree in Environmental Engineering from the University of California at Berkeley, and a S.B. in Civil Engineering from the Massachusetts Institute of Technology.

Dr Jiang Nanqing, President, Beijing Green Inclusive Internet Technology Co. Ltd & Secretary-General, Committee of Green Circular and Inclusive Development of All-China Environment Federation (CGCI-ACEF) She joined a start-up company - Green Inclusive Internet Technology – in 2020 as the President with the mission to setup the internet platform to standardize the carbon reduction of consumers and business. It is the first kind in China with the collaboration with Ministry of Ecology and Environment and private sectors. She works in innovative filed to use blockchain and big data technology to provide solution on carbon reduction on individual, business and city level, specifically from consumption side. In October 2020, she setup the Committee of Green Circular and Inclusive Development of All-China Environment Federation (CGCI-ACEF) and she serves as the Secretary-General, with several working groups of standard of carbon reduction scenarios and supply chain of recycling sector, and financing. Dr Jiang holds PhD in Ecology studied at Wageningen University. She has a broad and mixed experience and expertise in the field of environment sustainability development and policy. It includes 10 years national officer role at United Nations Environment Programme (UNEP) China (2008-2018), 2 years Secretary General role of China Plastics Reuse and Recycling Association (CPRRA) (2018-2020), during which she took CPRRA as the first China Sectoral Association to join Global Commitment raised by Ellen MacArthur Foundation and UNEP of “ New Plastics Economy” in late 2018. She took efforts in taking the recycling sector of China to be align with branding companies and upstream of polymer companies for close loop. She serves the expert of EU-China Environmental Policy and Circular Economy Dialogue, consultant of ADB, World Bank, WWF International on Plastics projects and report. She was invited by China Delegation to WTO to attend first WTO event on plastic pollution, she was invited by EU to attend EU Circular Economy.

Dr Andrea Hinwood serves as the Chief Scientist of the United Nations Environment Programme. She is an environmental scientist with expertise in environmental exposures and impacts on human health. Dr. Andrea Hinwood (B.Sc., M.AppSc., PhD) earned a PhD in environmental epidemiology from the Monash University in Melbourne, Australia. Prior to this role, Andrea served as the first Chief Environmental Scientist at the Environment Protection Authority (EPA) in Victoria, Australia. Dr. Hinwood was previously an Associate Professor at Edith Cowan University in Western Australia and held appointments as a member and Deputy Chair of the Environmental Protection Authority of Western Australia and also a sessional member of the State Administrative Tribunal of Western Australia. Dr. Hinwood's career has included the provision of strategic advice to the government on a wide variety of environmental matters, including ozone depleting substances, air quality, fire and smoke

Ms. Ni holds a B.S degree in Agricultural Chemistry and an MSc in Environmental Engineering from the National Taiwan University. For over 18 years, Ms. Ni has specialized in the management of toxic and chemical substances and industrial waste, resource recycling, soil remediation technologies and integrated environmental management information systems. Ms. Ni has been the Chemical Substances Registration Center’s program representative since 2014 and has assisted the government of Taiwan in establishing a unified registration system for chemicals. For the last three years, she has led the entire system planning process, the setting up and correction of the information system, and the management of personnel to ensure its continued growth. Ms. Ni has been serving the chemical registration system and business promotion program since 2018 to promote the registration system.

Jeff Li, Principal Scientist of Global Product Stewardship department of P&G Beijing Innovation Center. Specialized in Asia chemical regulations with more than 16 years of experience. While providing P&G internal chemical compliance strategy, actively involved in chemical legislations establishment, modification, and technical capability building across Asia region, including China, Japan, Korea, and Australia, as well as Asian countries such as Philippines, Thailand, and Vietnam, etc. Physical chemistry major with Ph.D. received from Tsinghua University in 2005.

Mr. Kumra is the Executive Director of Global Product Compliance (GPC) Group. Since 2008, he has been managing Chemical Regulatory Compliance on behalf of GPC’s over 1200+ global clients in areas such as Advising, Lead Registration/SIEF communication, Registration/Notification, preparation of SDSs, Chemical Safety Assessment and Contract Study Management and Monitoring. Working closely with the Indian industrial associations and ministries for 22+ years, he is also part of the technical committee responsible for drafting and finalizing India’s Chemical Regulation and Policy (Indian Chemical Management and Safety Rules (CMSR).

Mr. Lu is the Deputy Director of the State Administration of Work Safety, Deputy Director General and Secretary General of China Chemical Safety Association, as well as Deputy Director of four chemical groups under the National Safety Production Expert Groups. Mr. Lu served as legal adviser to the SINOPEC Research Institute of Safety Engineering, and Deputy Chief Engineer of the Chemical Registration Center at the National Safety Supervision Administration. He has long been engaged in the research on the safe production of hazardous chemicals and has participated and assisted the drafting of regulations and standards for hazardous chemical substances. Mr. Lu has organized domestic and foreign ¬experts to carry out safety assessments for enterprises, managing trainings and reviews of hazardous chemicals at the level of standardization, actively promoting process safety management and HAZOP \ LOPA \ SIL and other advanced technology applications.

Mr. Zhu earned his Master’s decree in Polymer Science from the University of Akron. He is specialized in biomaterial and has several years’ experience in designing class 3 medical device. Now, he is focusing on China new chemicals registration.
