Recent incidents from last year’s toxic “plastic runway”, to the automotive interior carcinogenic material, to the recent South Korea humidifier disinfectant deaths, we can see that consumer product quality and safety incidents deeply concern consumers both domestically and abroad. Regulations on consumer goods’ quality and safety constantly are being updated in many nations. Enterprises face an endless stream of technical barriers for imports and exports. In the meantime, with the increase in domestic consumption level, customers’ pursuit of product safety and product quality gets higher and higher. For example, domestic tourists rushed to Japan to purchase “Japanese” toilet lids and rice cookers last year. In order to compete in the international market, Chinese enterprises no longer are relying on a low-cost strategy, but on high-quality compliance.
In the past two years, the introduction of domestic environmental laws and the strict enforcement of EU market environment has caused China industry to face these dual pressures. The implementation of Consumer Electronics China ROHS 2.0 in 2016, the application of brand automobile IMDS system, the deep impact of REACH regulation to downstream production enterprises, and the promotion of textile industry brands zero discharge of hazardous substances (ZDHC), have brought challenges as well as great opportunities to a large number of start-ups.
As an important part of the CRAC 2016 conference, the summit continues the seven year tradition of REACH24H.

1. EU Market – the control of hazardous substances in consumer products under the EU REACH legislation
EU REACH regulations, implemented over the past 10 years, have been described as having the biggest impact on industry. With the gradual phase-in of regulations, the impact to downstream consumer goods industries such as the electronics industry, automobiles industry and textile industry, is also growing. In the EU trade process, products made in China frequently have been blocked, appear in early warning platforms and recall platforms. How should Chinese enterprises prepare for early warning, and meet these challenges?
The summit has invited experienced international officials of the European Chemicals Agency (ECHA) to focus on explaining the impact of REACH on downstream consumer products as well as how to regulate hazardous substances, aiming to allow more enterprises to know and understand, and to greatly reduce the loss of trade under technical barriers.
2. Case of US CPSA/CPSIA regulations for consumer goods requirements
The US Consumer Product Safety Commission (CPSC) statistics state that consumer product safety problems caused nearly 70,000 deaths, 36 million people injured, and up to $900 billion loss of social property annually in the United States.Consumer product safety has become the focus of attention of United States government agencies, large retailers such as Wal-Mart, as well as consumer advocacy groups .The summit invites US experts to explain regulatory requirements for US Consumer Product Safety Act (CPSA) & Consumer Product Safety Improvement Act (CPSIA) for consumer goods imported into the United States market and provide case studies, so that enterprises can target the US market.
3. Chinese consumer goods present current situation as well as introduction to mandatory standards
China, as a large manufacturing industry country, has become the world’s largest consumer goods producer of electronics, automotive, textile and other consumer products. China’s 13th Five-Year Plan introduced “Made in China 2025”, a program aimed to turn China into manufacturing power. Consumer Law in China is in a period of rapid development, and China’s mandatory standards are relatively complex. The summit invites well-known Chinese domestic consumer product experts who have participated in development of the new regulations, and the drafting of legislation to share the latest developments.
4. Green supply chain management thinking by brands
In recent years, environmental pressures on the domestic and international markets have increased the requirements placed on consumer products companies, and brands (electronic appliances, automobiles, textiles, etc.). Consumer goods companies have been forced to green and manage their supply chains to upgrade and comply with the international standards and technology trends, in an effort to become sustainable
During the summit, the Consumer Product Services Department will provide examples of how these brands in the supply chain are managing their environmental thinking. This will be of great practical help to many enterprises.
5. Global consumer products compliance case studies and solutions
In the aspect of consumer products sense of compliance ,Wal-Mart philosophy, as the first major consumer goods retailer to regulate and manage its suppliers, has always been to lead the retail industry. Additionally, the conference will introduce case studies of purchasing standards from global brand companies and retailers as well as the advanced solutions.
