Industrial Chemical Conference of CRAC 2015

Since more eyes are now focused on the regulations adopted in the Asia-Pacific area, in 2013, CRAC added several different seminars to better meet attendees’ needs. In 2014,CRAC organized six seminars according to different industry sectors: Industrial Chemical, Argochem/Biocides, Cosmetics, EU SVHC Supply Chain Communication, Food & Food Contact Materials, and Chinese Chemical Regulatory Annual Symposium. For this year, CRAC 2015 will be divided into three sections: Industrial Chemical; Cosmetics; and Food & Food Contact Materials. As a part of CRAC 2015, the Industrial Chemical sub-conference will be held on 2-3 Nov 2015, in Hangzhou, China.

CRAC 2015 is committed to providing an essential platform for exchange and dissemination of the most important cross border regulatory and practical compliance information for enterprises operating in China and Europe, the US and the wider Asian Pacific region.

For this year, CRAC 2015 will be divided into the following sectors: Industrial Chemical; Cosmetics; Food & Food Contact Materials.

Conference Highlights

1. Interpretation of Key Chemical Regulations in Asia-Pacific Region

A comprehensive examination of chemical regulations in the A-P region including the China New Chemical Substance Notification, China¡¯s Occupational Safety Law, Taiwan¡¯s Toxic Chemical Substances Control Act (TCSCA) and the Korean chemical regulations. This session will combine examples and insights from expert perspectives to help resolve regulatory roadblocks while providing the latest news updates with the goal of advising stakeholders on solutions to technical trade barriers when entering the A-P chemical market.

2. Interpretation of the Major Chemical Regulations in the Developed World

Detailed lessons on compliance with EU REACH and US Toxic Substances Control Act (TSCA) are provided along with examining the future development of chemical regulatory management of the two major economies in the world by considering enforcement, implementation status, and legislative trends in an effort to refine regulatory compliance strategy designed to aid market entry and competition.

3. Compliance Guidance on Global GHS

A look into how the Globally Harmonized System (GHS) of Classification and Labeling of Chemicals requirements differ from one another in the EU, USA, Canada and China during its worldwide implementation by addressing a number of elements to facilitate better understanding on the correlation and variation accompanying GHS adoption in individual countries. Additionally, the session will analyze hazardous chemical registration in China , as well as enhance companies¡¯ overall compliance strength in addressing global GHS challenges emerging across EU, North American and Asia-Pacific region.

4. Introduction to Transport of Dangerous Goods (TDG) Regulations

An introduction to the regulations of dangerous goods transport and corresponding compliance approaches to help delegates gain a solid understanding on dangerous goods inspection and how it compares with the GHS system while explaining key topics such as dangerous goods quantity, packaging and storage, to promote safer and tailor-made schemes for dangerous goods transport compliance by sea, road and air.

Mr. Kevin Pollard
Scientific Officer(ECHA)
Mr. Pollard joined ECHA in 2007, and has been involved in all aspects of the registration process, including the start-up phase. He took on the role of registration team leader in early 2008, and was promoted to Head of Unit – Dossier Submission and Dissemination – in 2010.
Before joining ECHA Mr. Pollard spent a year at the European Chemicals Bureau at the DG Joint Research Council in Ispra, where also worked on REACH implementation. He has also worked at the UK’s Department for Environment, Food and Rural Affairs in the area of environmental exposure assessment and had a brief stint in the agrochemical industry.

Mr. Fabrice Clavien
United Nation Institute for Training and Research
Mr. Clavien is managing the portfolios on the Globally Harmonized System of Classification and Labelling of Chemicals (GHS) and Pollutant Releases and Transfer Registers (PRTRs) within the Chemicals and Waste Management Programme of the United Nations Institute for Training and Research (UNITAR). Prior to this mandate, he was working for the Chemicals Branch of the United Nations Environment Programme (UNEP) on the Global Monitoring Plan on Persistent Organic Pollutants (POPs) and other projects and issues related to POPs and the Basel, Rotterdam and Stockholm Conventions.
Mr. Clavien also has experience in working for the private sector on “cleantech” and eco-industrial parks in China.

Mr. Jeffrey Martin Hart

Jeff Hart retired earlier this year (2015) after 38 years public service with the United Kingdom Department for Transport (DfT) following an entirely undistinguished academic career studying history and politics! He has worked in the international arena for most of his career, firstly as part of the UK delegations to the International Maritime Organization’s (IMO) Assembly, Council, Facilitation and Technical Cooperation Committees and then with the European Civil Aviation Conference in the field of passenger fare liberalisation and cargo operations. He joined DfT’s Dangerous Goods Division in 1990 and became the Head of Division in 1996. Jeff then led the UK delegations to the UN Sub-Committee of Experts on the Transport of Dangerous Goods, the RID/ADR/ADN Joint Committee, ADR WP.15 and various other international dangerous goods meetings such as the European Union, OECD and the UN GHS Sub-Committee. With multi-modal dangerous goods transport responsibilities he was also part of the UK delegation to IMO and International Civil Aviation Organisation meetings. Following 9/11 Jeff played a leading role in introducing international security provisions within the dangerous goods safety regulations. He was responsible for enacting UK national legislation for the safe transport of dangerous goods by road and rail and acted as the UK competent authority for international road and rail dangerous goods transport. Jeff was privileged to be elected as Chairman of the UN Sub-Committee of Experts on Transport of Dangerous Goods at the end of 2010 until his retirement.

Ms. Jinye Sun

As a researcher, Ms. Sun has long been engaged in the study on the environmental management of chemicals in China. She has undertaken the sole responsibility of technical support in China’s implementation of the Rotterdam Convention Talks and participated in many negotiations on behalf of China, also an expert at the Chemicals Review Committee of the Convention. She has authored 10 books and published more than 20 standards and papers. Besides, she is a member of the Expert Review Committee of Chemicals Environmental Management and expert of the Technical Committee of Chemicals Management Standards under MEP as well as member of the Chinese Society of Toxicology.

Ms. Mengsha Zhang

Ms. Zhang is primarily responsible for the review of new chemical substance notification and is currently involved in the revision of the technical document of Guidance on the New Chemical Substance Notification. She has been engaged in the compiling of the Guidelines for the Testing of Chemicals, contributing her expertise in the part of physicochemical property and eco-toxicological testing methods. She has also conducted multiple research projects on the environmental management of chemicals.

Mr. Jiliang Xu
Shanghai Registration Office
Mr. Xu is working on occupational safety and health projects since the 1990s. Over the decades, he mainly focuses on hazard identification and classification of chemicals, and their impacts on occupational safety & health and the practice of emergency rescue. Now, he is primarily responsible for Shanghai chemical registration management.

Mr.Xiaoyang Ding

Mr. Ding holds a master’s degree in Environmental Law from Wuhan University and a bachelor’s degree in Environmental Engineering from East China University of Science and Technology. He has worked for Nantong Port Authority Safety and Environment Department, GE, Colgate, Lanxess etc. in the field of action of environmental tort in multinational corporations, chemical regulations, and genetically modified agricultural regulations with professional and extensive writings. Mr. Ding has received several rewards from Hubei Provincial Government, and the China Chemical Safety Association under the State Administration of Work Safety.

Mr.Zhengcai Chen

With many years of working experience in the Lianyungang Port, Mr. Chen served as researcher and senior engineer of Department of Water Transport under Ministry of Transport. After retirement in December, 2014, he joined China Petroleum and Chemical Industry Federation (CPCIF) and has been responsible for the coordination of safe transportation of dangerous chemicals. He has contributed his expertise to the drafting of various laws, regulations and standards on the transport of dangerous goods and transport management.

Mr. Jun Chen

As a Senior Engineer, Mr. Jun Chen has long been engaged in the study on safety management of hazardous chemicals in China. He has contributed his expertise to the drafting of multiple laws, regulations and standards on hazardous chemicals and is a key member of the team responsible for the revision of the Hazardous Chemicals Inventory and Guidance on its implementation. He is mainly responsible for the review of hazardous chemicals registration and research on relevant regulations and policies.

Mr. Hiroshi Sano

Mr. Hiroshi Sano has served as Research Fellow at Kitasato University Department of Occupational Health and Toxicology since 1997. He has also been Member of Technical Experts for Japan Interagency GHS Committee as well as Chief Lecturer of GHS Capacity Building Activities of JETRO, AOTS, JICA for ASEAN Countries from 2004 to 2012, sharing his insights into relevant regulations with ASEAN countries.

Mr. Park Beaksoo

Mr. Park Beaksoo graduated from Kyoto University with a PhD degree in Hazardous Chemical Substances. He had been working at the National Institute of Environmental Research (NIER) for the entire year of 2008 and served as Permanent Member of Bio from then on to 2011. Later he served as Head of the Department of Environmental Regulations Compliance of KNCPC and member of the South Korean Interagency GHS Committee and CP&H under the South Korea Chemical Industry and Engineering Association, responsible for supporting chemical safety in the industry. Before that, Mr. Park Beaksoo had also been member of Consultative Organizations under K-REACH.

Dr. Zhaojia Hong is appointed as the Distinguished Professor of Safety Health and Environmental Engineering of National Yunlin University of Science and Technology and is the Director of the Emergency Response Information Center (ERIC).
